Narrative description of Project:
The project involves the study of AS-IS Business Process, and to propose a TO-BE Business Process related to transactions and document requirements for all four modes of transportation across borders (through trucks, trains, ships and airplanes) for export/import of goods.

About 59 transport-related documents within the scope of process analysis as mentioned are analyzed and mapped with UN/CEFACT Core Component Library, WCO Data Set and UNTDED. Data rationalization, harmonization and modeling of all 1,378 data elements reducing to a data set of 213 data elements. These data elements, their common definitions among different documents, data models and XML schema are used for process re-design, ICT architecture and further development plan development.

The project also develops the ICT inter-enterprise architecture and recommends a three-year development plan. Proof-of-concept developments for the single window service scenarios for three different kinds of cross-agency electronic data exchange involving Department of Land Transport, Marine Department, Department of Civil Aviation, Customs Department, and Port Authority of Thailand have been conducted. This project also assists the Ministry of Transport and successfully secures about 820,000 USD funding from ICT Ministry for its first year ICT infrastructure and e-document applications development and enrollment.  
Description of actual services provided by your staff within the assignment:
• Formulate and steer all project concepts, methodologies, plan and schedule, resources and deliverables.
• Provide policy directions and technical consultancy to high-level government decision makers (including Permanent Secretary, Deputy Permanent Secretary, ICT Directors of Ministry of Transport and its three departments). Direct and ensure the quality and relevancy of all deliverables of the project.
• Provide technical training to government officials and ICT developers on the topics of IT Enterprise Architecture, CMMI-based Process Improvement, ebXML Messaging Services, Data Harmonization and UNeDocs Data Modeling.
